This is almost certainly a fake. At the same time, if it actually happened, the video would have immediately been seized for national security reasons, so the only way it would ever surface publicly is somewhere like YouTube. Still, highly likely a hoax video. The phrase "CNN Breaking News" is the key. The video never appeared on CNN. Also, note the link to a sales point on Ebay for alien themed items.

This flotilla of objects could be balloons, of course. They are typical of similar flotillas taped over Mexico in the 1990s, and it has never been clear exactly what they are.
