The U.S. is developing a new generation of weapons that will violate international treaties on biological and chemical warfare. Scientists who are specialists in bio-warfare and chemical weapons say the U.S., with the help of the British, is working on weapons similar to the gas used by Russian forces to end the rebel siege in Moscow. This was called a ?non-lethal? weapon, despite the fact that it killed one in 6 people in the theater, most of them hostages. Last July, the U.S. blocked a resolution that would have allowed member countries to investigate whether other countries who are part of the 1972 Biological Weapons Convention are keeping the agreement, the same way we want UN inspectors to go into Iraq now. While it may be necessary for us to keep up in the bioweapons race, the way we once kept up in the nuclear arms race, should we threaten to invade Iraq because Saddam Hussein is making weapons that violate international treaties when we?re doing it too?
U.S. research has to do with out thinking the terrorists. We?re trying to create the same kind of bioweapons they want to develop, so we can be ready to defend ourselves if they?re launched against us. The CIA is copying a Soviet cluster bomb designed to disperse biological weapons. The Pentagon is working on a project to build a bioweapons plant from commercially available materials, in order to figure out if terrorists can do the same thing. The Defense Intelligence Agency is trying to genetically engineer a new strain of antibiotic-resistant anthrax, so we can try to learn how to defeat it.
International security expert Malcolm Dando is afraid that once it?s obvious the U.S. isn?t keeping its treaty agreements, other countries will feel free to develop bioweapons as well, and we will have worldwide stockpiles of dangerous chemicals and diseases the way we had stockpiles of nuclear missiles during the Cold War. He says, ?What happened in Moscow is a harbinger of what is to come. There is a revolution in life sciences which could be applied in a major way to warfare. It’s an early example of the mess we may be creating.”
