Clinical psychologist Jennice Vilhauer says the UAP Science Advisory Council was told at an ODNI meeting that the United States has a preparedness plan should nonhuman intelligence be confirmed. The government has not publicly verified the claim.

The U.S. government has developed a preparedness plan to be used if the existence of nonhuman intelligence is confirmed, according to a psychologist serving on a scientific council advising federal officials on unidentified anomalous phenomena.

Clinical psychologist Jennice Vilhauer wrote on her Substack Sept. 3, 2026, that the UAP Science Advisory Council received the information during an Aug. 31 meeting at the Office of the Director of National Intelligence. Vilhauer said the council was also told that the United States is prepared to assume an international leadership role if necessary.

The claim has not been independently confirmed by ODNI or another federal agency in a publicly available statement or document. Details about the reported plan — including which agencies developed it, what it contains and what circumstances would trigger it — have not been publicly released.

Vilhauer herself cautioned against interpreting the reported planning as evidence that nonhuman intelligence has been discovered.

“The existence of a preparedness plan does not mean that the government has confirmed the existence of NHI, believes confirmation is imminent, or is preparing to make any type of announcement,” Vilhauer wrote.

Harvard astrophysicist Avi Loeb announced in June that he had been asked by ODNI, the White House, the Pentagon’s All-domain Anomaly Resolution Office, the FBI and members of the intelligence community to establish and lead the UAP Science Advisory Council. Loeb identified Vilhauer as the council’s expert in quantitative psychology.

The preparedness question is one Vilhauer has already examined independently. She is lead author of the Disclosure Foundation report, “The Psychological Impact of UAP/NHI Disclosure: A Framework for Understanding Public Response and Preparedness,” produced with an international group of researchers.

The report concludes that existing evidence provides little basis for predictions of widespread psychological collapse following disclosure. Instead, it argues that reactions would probably vary considerably and that certain vulnerable populations and public institutions could require additional support.

In a separate July policy brief co-authored with Carlos Eire and Christopher Mellon, Vilhauer recommended creation of a federal National Disclosure Preparedness Task Force to address potential psychological and societal consequences.

For now, the distinction is crucial: There is no publicly verified confirmation of nonhuman intelligence, and the reported existence of a contingency plan is not evidence that such intelligence exists.

What Vilhauer’s account suggests — if independently confirmed — is that at least some government officials consider the consequences of such a discovery significant enough to plan for in advance.
