Further controversy surrounds the legendary Eisenhower Briefing Document (EBD), as a copy the MJ-12 Document has been found inside a declassified Department of Defense File.

The paper was renowned for allegedly providing proof that President Dwight Eisenhower was supplied with an overview of the situation regarding extra-terrestrial contact at the time of his accession to the White House. The authenticity of the document has always been in question, but this latest find has added to the ongoing debate.

If the EBD is not genuine, then why was it placed into another classified file?

The content of its top-secret hiding place appears to bear little relevance to the EBD: the file was a lengthy tome relating to Project Pandora, in which details of experiments using microwaves in an attempt to affect the human mind and nervous system were documented. It was declassified under the Freedom of Information Act and is now available for viewing on the Department of Defense website.

The old records date back to the 1960s and contain some fascinating information, but prepare for an extended read as they comprise a chunky collection of papers totalling some 469 pages. Those who have been dedicated to persevere until the end of the document have been rewarded with a surprise copy of the EBD tucked away on page 449. For those who have not encountered it before, the Majestic 12 Eisenhower Briefing Document  is a paper whose authenticity has been hotly contested since its emergence in a roll of film that was delivered to TV producer and UFO researcher, Jaime Shandera. Shandera had been collaborating with author Bill Moore since 1980.

The main document, dated November 18th 1952, allegedly relates primarily to the crashed UFO at Roswell, New Mexico in 1947, but many people, including Bill Moore, believe that it was a hoax perpetrated by United States Air Force Office of Special Investigations (AFOSI) Special Agent Richard Doty for disinformation purposes.

It was reportedly prepared by Rear Admiral Roscoe Hillenkoetter, the first CIA director, to brief incoming president Dwight Eisenhower on the committee’s progress. This and the other related documents came to be known as the "MJ-12 papers". MJ-12, or "Majestic 12" is widely accepted as the code name given to a top-secret committee of the top scientists, military leaders, and government officials of the time. It was allegedly formed in 1947 by an executive order given by U.S. President Harry S. Truman.

Other related documents state that its primary objective was to investigate the growing number of "flying saucer" sightings that were being received by U.S. military intelligence and their implications for national security. The group was purported to be particularly interested in the technology used by the aerial objects that were being reported, a factor given higher priority after the remains of a crashed UFO were apparently recovered by military personnel in Roswell, New Mexico during June/July 1947.

It is known that Eisenhower was briefed by one of the officers thought to be an MJ-12 member, Walter Bedell Smith, in Atlanta on November 15th, 1952, and had a further meeting on November 18th at the Pentagon with a committee that included two other supposed members of the secret team, Nathan Twining and General Hoyt Vandenberg. The content of these briefings remains classified information, however, so this theory cannot yet be proven.
Whether the inclusion of the EBD in the Pandora file adds to its credibility is not certain, though it does provide much fodder for contemplation. Oddly, the newly-found copy has been marked with a hand-written disclaimer that reads: "This cannot be authenticated as an official DoD document."

What this suggests is not clear: was it discovered when the document was released under the Freedom of Information Act and determined to be unrelated to the Pandora Document? If so, why was it retained inside the document?

Was the EBD inclusion simply a clerical error, and the papers misfiled inside the Pandora document many years ago, in a totally random act that had nothing to do with its content or original purpose?
Or was it placed there specifically, perhaps in a hasty moment to avoid detection, and then forgotten or lost or deliberately placed there in the wake of the Freedom of Information Act declassification to help conceal it?

Perhaps a copy was hidden there for posterity, in the hope that future generations would discover its content and reveal a truth which, at the time, was of the highest level of classification? Is the find merely part of a hoax intended to coincide with the anniversary of the Roswell crash?

Or, even more intriguingly, was the Pandora microwave document somehow connected to MJ-12?

It is known that the microwave experiments were conducted to study the effects of microwaves in mind control; the Pandora project discovered how to catalogue a host of different brain signals for specific actions, emotions and pathological states of mind. When microwaves were used to fire these signals at victims’ brains, they experienced the moods, behaviour, and the pathological states, carried by the signals, so by mimicking natural brain frequencies, the human brain could be controlled remotely by use of extremely low frequency broadcast carried by pulse modulated microwave beams (ELF pulse modulated microwave remote mind control technology).
So could this have been a project intended to manipulate or even erase the memories of all those involved in the Roswell crash recovery?

It’s a thought, but if so, the experiments did not work terribly well as the event became one of the most well-documented incidents in the history of UFOlogy, though the technology could have been utilised to erase other, even more significant events from the memories of the witnesses and, if successful, we would obviously never know.
In fact, the use of mind manipulation and psychological warfare by intelligence agencies is not a new concept, but could these techniques originally have been derived from alien technology?
Researcher Mark Pilkington has recently written a book entitled "Mirage Men" which takes a white knuckle ride through the minefields of disinformation and paranoia involved in the study of UFOs. Instead of covering up stories of crashed flying saucers and contact with extra-terrestrials, Pilkington discovered that US intelligence agencies had actually been promoting them all along. Then again, Pilkington himself is alleged to be an MI5 agent so he could be playing his own part to obfuscate the facts in this intricate and intensely complex area of research.

If mind control techniques are actively being used to control the field of UFOlogy, then Pilkington suggests that the corresponding beliefs of interested parties could have been influenced and manipulated to the extent that the whole history of the subject is fabricated. Well, potentially. How one then factors in eyewitness and abductee testimonies is unclear, but this is certainly a perspective worthy of further consideration.
