A new scientific advisory body will provide guidance to the White House, AARO, ODNI, the FBI and other intelligence agencies as the government expands its investigation of unidentified anomalous phenomena.

A new scientific advisory body focused on unidentified anomalous phenomena (UAP) has been established to assist the U.S. government’s growing effort to investigate unexplained aerial and transmedium incidents.

According to Harvard astrophysicist Avi Loeb, the White House, the Pentagon’s All-domain Anomaly Resolution Office (AARO), the Office of the Director of National Intelligence (ODNI), the FBI and members of the Intelligence Community asked him to assemble and lead a new UAP Science Advisory Council. The council’s mission is to provide scientific guidance on how to determine the nature of unresolved UAP cases and recommend improved methods for collecting and analyzing data.

The council brings together specialists from a wide range of disciplines, including physics, data science, artificial intelligence, psychology, anthropology, oceanography and materials science. Among its members are researchers Carol Cleland, Garry Nolan, Kevin Knuth, Tim Gallaudet, Michael Shermer and others selected for their expertise in studying anomalies and evaluating complex data.

The advisory group will report to a newly created UAP Governance Board, an interagency body established by ODNI, the FBI and the Department of Defense. According to federal officials, the board is intended to coordinate investigations, improve information-sharing among agencies and support AARO’s ongoing mission to assess potential national security threats associated with UAP reports.

The council’s formation comes amid an unprecedented federal transparency initiative following President Donald Trump’s directive calling for the release of government records related to UAP and related phenomena. Three batches of previously classified UAP files have already been released in 2026, including reports that continue to document incidents lacking conventional explanations. Officials note that many cases remain unresolved, although no evidence has been publicly confirmed linking them to extraterrestrial technology.

Loeb has emphasized that the council’s work is grounded in the scientific method. He argues that unresolved UAP cases deserve systematic investigation because they may represent either advanced human technologies that pose national security concerns or, potentially, discoveries that challenge current scientific understanding. The council will work exclusively with unclassified information and is expected to advise federal agencies on future research priorities, sensor development and data analysis strategies.

Whether the effort ultimately explains longstanding mysteries or reveals new questions, the creation of a formal scientific advisory body marks a significant step in the government’s evolving approach to UAP investigations.
